PM Surya Ghar and the Delhi subsidy — the step-by-step process (2026)

Rooftop solar in Delhi attracts two separate subsidies — the central PM Surya Ghar Muft Bijli Yojana and the Delhi Solar Policy subsidy plus Generation Based Incentive. Each has its own portal and its own sequence. Here is the full flow.

1. Two subsidies, two portals

*The ₹19,000 top-up applies only up to 400 units a month. For a 2 kW system it is ₹18,000.

The single biggest mistake: getting panels installed first and applying afterwards. Central registration must happen before installation, or the claim can stall.

2. The document checklist

Keep these ready and the process moves far faster:

• Latest electricity bill (BRPL / BYPL / TPDDL) — for the consumer number and sanctioned load
• Aadhaar card of the connection holder
• PAN card
• Bank passbook or cancelled cheque — for DBT; the name must match the bill
• Photographs of the roof — two or three angles
• Proof of property ownership — registry, allotment letter or house tax receipt
• NOC — for builder floors, joint property or society roofs
• Aadhaar-linked mobile number for OTP

3. Steps 1–3: registration and approval

Step 1 — Register on the PM Surya Ghar portal

Enter your state (Delhi), discom (BRPL / BYPL / TPDDL) and consumer number, then verify by mobile OTP. Once logged in, complete the rooftop solar application form with your proposed system capacity and details.

Step 2 — Wait for feasibility approval

Your discom checks whether the proposed capacity is technically feasible on your connection — sanctioned load, transformer capacity and so on. This usually takes 5 to 10 days. Do not start installation before this approval.

Step 3 — Finalise the vendor and paperwork

After feasibility approval, select your vendor, take a written quotation and issue the work order. The quotation should clearly state the panel brand and model, inverter, structure specification, timeline, warranty and how the subsidy will be handled.

4. Steps 4–5: installation and net meter

Step 4 — Installation

The physical installation usually takes one to three days: mounting structure, modules, inverter, DC/AC cabling, earthing and lightning arrestor. Your vendor then submits the installation details and photographs on the portal.

Step 5 — Net meter application and inspection

This is the longest stage. The net meter application goes to the discom, after which an inspector visits the site and checks:

• Installation quality and electrical safety
• Earthing and protection devices
• Inverter grid compliance
• The proposed meter location

Once it passes, the net meter is installed and a commissioning report is issued — that report is the basis of the subsidy claim. Budget 10 to 20 days for this stage.

5. Step 6: the money arrives

After the net meter is fitted and the commissioning report is issued:

1. Central subsidy — submit your bank details on the PM Surya Ghar portal to file the claim.
2. Delhi subsidy and GBI — apply through the “Apply for Delhi Solar Subsidy and GBI” section of the Delhi Solar Portal.
3. After verification, both amounts are transferred by DBT straight to your bank account.

6. How long each stage takes

Total: roughly 25 to 45 days from the first call to the subsidy landing in your account, assuming documents are complete and the discom inspection is not delayed.

7. Six reasons applications get rejected

1. Installing before registering — the most common and most expensive mistake.
2. Name mismatch — if the electricity bill, Aadhaar and bank account names differ, DBT fails.
3. No net meter — without it there is no Delhi subsidy and no GBI.
4. Panels or inverter outside approved specifications.
5. Capacity above the sanctioned load — rejected at feasibility; you need a load enhancement first.
6. Missing NOC — required for joint property, builder floors and society roofs.
